Samuel Stebbins Barney (January 31, 1846 – December 31, 1919) was an American politician and jurist who served his country in both the legislative and judicial branches of government. Born in the mid-nineteenth century, Barney went on to represent the state of Wisconsin as a member of the United States House of Representatives.

Following his legislative career, Barney transitioned to the judiciary, serving as a judge on the United States Court of Claims. His career spanned several decades, during which he contributed to the legal and political landscape of his era. He remained in public service until his death in late 1919.
