Francis Donnell Winston was an American politician and judge who served as the tenth Lieutenant Governor of North Carolina from 1905 to 1909, serving under Governor Robert B. Glenn.

Originally affiliated with the Republican Party, Winston later became a leading Democrat. His political realignment was prompted by his opposition to the inclusion of African Americans in the coalition between the Republicans and the Populists. He subsequently helped direct the Democratic Party's white supremacy campaigns in 1898 and 1900, winning election to the North Carolina House of Representatives in 1898.
