Admiral Sir Charles Elliot (1801–1875) was a British Royal Navy officer, diplomat, and colonial administrator whose career spanned several key global arenas during the nineteenth century. Born in Dresden, Saxony, Elliot entered the Royal Navy in 1815, participating in the bombardment of Algiers and serving across various naval stations in the East Indies, West Africa, and the West Indies, eventually rising to the rank of captain by 1828.

Following his active naval service, Elliot transitioned into diplomatic and administrative roles for the British Foreign Office. He served as the Protector of Slaves in Guiana from 1830 to 1833 before being posted to China. There, he served as Plenipotentiary and Chief Superintendent of British Trade, playing a pivotal role in the establishment of Hong Kong as a British colony and becoming its first Administrator in 1841.

Elliot's subsequent career included serving as chargé d'affaires and consul general in the Republic of Texas from 1842 to 1846. He later held successive governorships in Bermuda, Trinidad, and Saint Helena. He was knighted as a Knight Commander of the Order of the Bath in 1856, concluding a distinguished career of imperial service.
