Timothy John Winter, also known by his Islamic name Abdal Hakim Murad, is an influential English Islamic scholar, theologian, and academic. Born in 1960, Winter has become a leading proponent of Islamic neo-traditionalism. His scholarly work primarily focuses on Islamic theology, the challenges of modernity, and the historical and contemporary dynamics of Anglo-Muslim relations. In addition to his original writings, he has translated several classical Islamic texts into English, contributing significantly to the accessibility of Islamic thought in the West.

Winter holds several prominent academic positions in the United Kingdom. He serves as the Founder and Dean of the Cambridge Muslim College and is the Aziz Foundation Professor of Islamic Studies at both the Cambridge Muslim College and Ebrahim College. At the University of Cambridge, he is the Director of Studies for Theology and Religious Studies at Wolfson College, as well as the Shaykh Zayed Lecturer of Islamic Studies within the Faculty of Divinity.

Beyond his academic and theological publications, Winter has played a pivotal role in community development and eco-friendly religious architecture. In 2008, he initiated the Cambridge Mosque Project, a fundraising effort that culminated in the opening of the Cambridge Central Mosque in April 2019. This landmark institution is recognized as the first purpose-built mosque in Cambridge and the first eco-mosque in Europe, reflecting his interest in integrating traditional faith with modern environmental concerns.
