William D. Payne is an American politician affiliated with the Democratic Party. He served as a member of the New Jersey General Assembly, representing the state's 29th legislative district. His tenure in the Assembly spanned a decade, beginning in 1998 and concluding in 2008.
During his legislative career, Payne held leadership roles within the assembly. Notably, he served as the Deputy Majority Conference Leader for the General Assembly from 2002 until his departure from office in 2008.
