Thomas W. Hartmann is an American lawyer and officer in the United States Air Force Reserve with over three decades of experience in criminal, commercial, and civil litigation. His career spans both private corporate law and high-level military legal appointments. Between 1983 and 1991, Hartmann served as a prosecutor and defense counsel in the Air Force, which included a tenure as the Chief Air Force Prosecutor for the Asia-Pacific Region.

Following his initial military service, Hartmann transitioned to corporate law. He worked as an associate at Bryan Cave LLP and SBC Communications (now AT&T) before becoming senior counsel for mergers and acquisitions at SBC in 1996. In this role, he managed multi-billion-dollar deals across the United States, Europe, and South America. He later served as general counsel for SBC Communications, Orius Corp., and MxEnergy Inc. between 1999 and 2007.

In July 2007, Brigadier General Hartmann was appointed as the legal adviser to the convening authority in the Department of Defense Office of Military Commissions. Due to his leadership during the expansion of the commission's efforts, he was elevated in September 2008 to become the director of operations, planning, and development for the commissions, reporting to retired judge Susan J. Crawford.
