Thomas Andrew Holmes was a nineteenth-century American surveyor, trader, and politician who played a foundational role in the settlement and development of the American Midwest. Active during the mid-1800s, Holmes was instrumental in establishing numerous towns across Wisconsin and Minnesota. Among his most notable achievements was his involvement in the founding of Milwaukee, Wisconsin, which would grow into a major regional hub.

In addition to his work as a pioneer and surveyor, Holmes was active in early territorial politics. He served as a member of the Minnesota Territorial House of Representatives from 1849 to 1850. His contributions to the region's development are commemorated by Holmes City, Minnesota, which was named in his honor. He lived from 1804 until his death in 1888.
