In 1960, Hughes changed his political affiliation to the Democratic Party. Under this new banner, he successfully ran for state office, serving as the 36th governor of Iowa from 1963 until 1969. Following his gubernatorial tenure, he transitioned to federal office, representing Iowa in the United States Senate from 1969 until 1975.
