James Ruffin McKinley (1945–2012) was an American football player, coach, and businessman. Over the course of his career in athletics, McKinley made significant contributions to collegiate and professional football, particularly within historically Black colleges and universities (HBCUs), where he served as a head coach for multiple football programs.\n\nIn addition to his work in collegiate sports, McKinley transitioned to the professional ranks, serving as a defensive coach for the Oklahoma Outlaws of the United States Football League (USFL). He was also a key figure in sports administration, helping to establish the Heritage Bowl and serving as its executive director.
