Thomas Bayley Potter was an English merchant and Liberal Party politician who operated in Manchester during the nineteenth century. Born in 1817, Potter was active in both commerce and public service within his community.

Throughout his life, Potter held civic responsibilities, serving as a Deputy Lieutenant and a Justice of the Peace. He remained a figure in British public life until his death in 1898.
