Kathryn Jean Whitmire is an American politician, businesswoman, and accountant who made history as the first woman elected to office in Houston, Texas. She first served as the city controller from 1977 to 1981 before winning the mayoral election. Serving five consecutive two-year terms as Mayor of Houston from 1982 to 1992, her initial election drew national attention as a symbol of major political realignment in the fourth-largest city in the United States.

During her decade in office, Whitmire implemented significant financial reforms that allowed for new city programs without raising taxes. She was noted for her progressive appointments, which included Houston's first African American police chief and the first Hispanic woman to serve as presiding judge of the Municipal Court. Her advocacy for minority groups also included supporting a job rights bill aimed at preventing discrimination based on sexual orientation.

Whitmire successfully defended her office against challenges, notably defeating former mayor Louie Welch in 1985 despite opposition campaigns that attempted to leverage public fears surrounding the AIDS epidemic. Her tenure eventually concluded following her defeat in the 1991 mayoral election, after which she retired from running for public office.
