Robert Earl Riley, commonly known as Earl Riley, was an American businessman and politician from Oregon. Born in 1890, he is best remembered for his civic leadership in the Pacific Northwest during the mid-twentieth century.

Riley served as the mayor of Portland, Oregon, from 1941 to 1949, spanning the critical years of World War II and the transition into the post-war era. In addition to his political career, he was active as a local businessman until his death in 1965.
