As an early voice warning of the vulnerabilities inherent in modern digital infrastructure, Schwartau has written several books and frequently shared his expertise with policymakers and industry leaders.

One of his most enduring contributions to the public consciousness of cybersecurity occurred in 1991. While testifying before Congress, Schwartau coined the term "Electronic Pearl Harbor" to describe the potential for a devastating, coordinated cyberattack against critical national infrastructure.
