Edwin Walter "Ed" Skinner was an American attorney and Democratic politician who served his home state of Iowa in both local and state-level capacities. Born in the town of Runnells, Iowa, in 1936, Skinner remained in the state for his academic pursuits. He attended Drake University and the University of Iowa before ultimately obtaining his law degree from the Drake University Law School, establishing a strong foundation for his subsequent career in law and public service.

After completing his legal education, Skinner began practicing law in Altoona, Iowa. His professional focus on community governance was reflected in his service as the city attorney for both Altoona and Pleasant Hill, Iowa. Beyond his municipal legal career, Skinner was an active political figure. Running as a Democrat, he secured a seat in the Iowa House of Representatives, serving from 1969 to 1973. Throughout his tenure, he engaged with legislative issues affecting his district and the wider state of Iowa. Skinner spent his final years in Iowa, passing away in Des Moines in 2015.
